Outlook slowness causing network congestion

I need a solution

OK, here is the situation, last month I had to rebuild my entire SEP structure due to a disaster. I upgraded to RU3 on the SEPM from RU2.

Over the past month I have gradually been pushing out the RU3 client from office to office. I did a little at a time in case anyone had any problems or complaints.

I have sites all around the USA, Canada and Central America.

Last week I decided to disable "Microsoft Outlook Auto Protect" I did this because We have other filtering systems before mail comes in at the exchange level. I made the change sometime last week. Monday comes along and a good amount of systems are exceptionally slow and Outlook will take approximately 15-20 mins for messages to arrive. We received a lot of complaints, I would like to know if the change that was done to the Microsoft Outlook Auto protect could have been responsible for the latency issue. We had all users in the company restart their PC's and it appears to have improved things considerably.  This morning one of my local users gets the following messages.

The Add-in "Symantec Antivirus Outlook Protection" (C:\Program Files(x86)\Symantec\Symantec Endpoint Protection\12.1.3001.165.105\Bin\vpms...cannot be leaded and has been disabled by Outlook. Please contact the Add-in manufacturer for an update. If no update is available, please uninstall this Add-in.

So tp sum it up, SEPM was upgraded after a disaster in June but picked up all of the managed clients.

Site by site was upgrade to RU3

I shut off "Microsoft Outlook Auto Protect"

Users started reported severe latency on Monday.

Please let me know if this may have caused it, I am wondering if there were residual isssues with prior installations that may have caused this as well.

We are using Windows 7 64 Bit clients and the SEPM server is RU3

Thank you in advance.
