PGP Blocked Error message

I need a solution

Office uses PGP Desktop 10.2 in a server 2008r2 Terminal Server environment.  PGP Program is enabled only in one users profile.  Other users are receiving multiple PGP Blocked messages although the program is not enabled in their profiles.  Following message format is what is received but recipients do report receiving sent message.  Since the program is not enabled there is not a log file detailing the issue.  How do we resolve these error messages from being received.

Sent: Tuesday, July 09, 2013 11:21 AM
Subject: PGP blocked: FW: * vs. *

Your message did not reach some or all of the intended recipients.

        Subject:        FW: * vs.  *

        Sent:           7/9/2013 11:21:00 AM

Message delivery failed. Please check PGP log for details.

The original message is embedded in this non-delivery report. Click Send Again to see the original text and have the opportunity to re-send the message. If the problem persists and you still receive another non-delivery report, please contact your administrator for details.
