Endpoint Protection: Credentials not working for installing additional site

I'm attempting to install SEPM as an additional site.  When I put in the replication information (ip, port and username/password), it throws an error saying my administrator's username or password is incorrect ErrorCode: 0x1040000.

This error doesn't make sense as I can log into my other site fine.

Somethings I've tried on the old server:

Create an additional system administrator account

Restart the Symantec services on the old server

Reset administrator password to simply be password

run resetpassword.bat

Still the same issue.  What else can I try? I have tested connectivity to this server and it's fine, they're on the same subnet.
