SDE no downloaded policies

Hi,

I'm trying to manage SDE with SEMS and I have not gotten down PGP messaging policies. I have this error:

"policies not yet downloaded from symantec encryption server"

This is the environment:

SEMS 3.3.1 on a DMZ
Exchange Server 2010 in LAN
Symantec Messaging Gateway 10.5.1 in the DMZ
Windows 7 and 8 clients with SDE 10.3.1 with all licensed.

Any idea..?
