Random blank email body

I have 2 machine have Zero in common other than exchange and PGP. sender A uses 2010, User b uses 2007 outlook. They both use pgp 10.3.2 but 10.3.x I believe gave us the same result. The blank emails can be forwarded, new with the same results. BUT not all email are blank from User b, if User b forwards email they are fine. I know when I turn off pgp on Receiver 1 system User b email show up… BUT they have a OLE attachment… I have to believe that this is part of the problem of PGP interpretate it incorrectly any thoughts?
