Firewall appears turned off

SInce May have been receiving notices under Windows 7 following boot that both the Windows Firewall and the Symantec Firewall are turned off. Selecting the option to turn on the Symantec firewall does not seem successful in turning it on - at least it continues to flag that the firewall if off (both of them) and even if rebooted to apply the change, in a short time the red flag again appears with a notice that no firewall is on.

This has all been since the major security changes following the heartbleed situation. 

Updates of Symantec Endpoint Protection and scans of the computer and drives do not show viruses or malware present. 

Is this a quirk of Windows 7 or an incompatibility?

Any suggestions on cause and fix?
