SMS 7.5 / Exchange 2013 SP1 / new install not doing any filtering/logging

I need a solution

Hi, I have a greenfiled Exchange environment for my new employer. We migrated away from another group managing/hosting our Exchange.  We're a non-profit and we don't have a support agreement, only license seats.  Support costs over $1K!  So I am asking you all for some help.

Here's my scenario:

- New install of AD/Exchange 2013 SP1, w/ SMS for MS Exchange 7.5.0.56.  As a consultant in the past, I've installed and maintained SMSFMSE for dozens for clients on Exchange 2010 and older, but am new to Exchange 2013.

- Mail works great Exchange server itself is healthy.

- SMSFMSE Premium Anti-Spam feature is licensed and enabled.

- AV and anti-spam definitions are coming in no problem.

- Monitors tab shows all is well.

- Spam scoring threshold is set to 70.

- All anti-spam settings are set to accept but redirect to an alt. recipient, and log the action.  Verified that alt. recipient mailbox works (mail does send and receive from it).

- Set up a content filtering rule to block .zip, .rar, and .exe files. and enabled the rule.

- I do have a SEP client on here if that's relevant.  But ts only set to do basic malware protection for the server.

The problems are:

- I'm not seeing any logging of anything except definition updates and service stops and starts.  Nothing's in quarrantine.

- We are still getting a lot of spam - genius web people had our staff e-mails as hard mail links on the website for a few weeks before I noticed and threw a fit.

 - I can send myself .zip ifles from outside e-mail addresses all day despite the enabled wildcard rule blocking them.

- In the front home page for SMSFMSE there are a bunch of reporting fields (the big graph and all that), and nothing reports any activity... everything's just blank.

I am missing something obvious here.  I've stopped and started the services, disabled and re-enabled Premium Anti-Spam.  It’s difficult to reboot the mail server since it’s a production server, but I did that last weekend and still it didn't help.  What do I have to do to get Symantec Mail Security software to just start dealing with mail?  It’s like it’s not seeing any mail currently coming through the transport pipeline.
