Symantec Endpoint Encryption Client will not open.

Message repeatedly shows up when trying to open Symantec Endpoint Encryption Client:

Rebooted, waited, still comes up everytime.  Also comes up for SEE Administrator client.  Is the PC not able to communicate with the check-in server?  Have tried a repair of the client, same result.  Is there another method to repair that will fix this?  Thanks.
