Can we use Web/PDF Messenger for internal users?

I'm looking to see if there is a way to allow Web/PDF messenger delivery to internal users. There is a set of users in HR and Finance that have Encryption Desktop installed and utilize it for email. Ocasinaly they have a need to email senstive data to users outside of those groups. Rather than deploying the full desktop client to those users we wanted to try to deliver via Web/PDF messenger. Is that in any way possible?
