Does Outlook Webapp clients require PGP Desktop or PGP Universal client?

For users accessing email via outlook webapp do they need to install a PGP client on their desktop?

We are running PGP Universal server and also have PGP Desktop (limited number of licenses) and PGP Universal (license for all users).
