SEP 12 replace sylink script - Access denied to Sylink.xml location

I have a rudimentary replace sylink script based on http://www.symantec.com/connect/forums/easy-way-replace-sylinkxml-sepm

When I attempt to copy the sylink.xml file to 

C:\Users\All Users\Symantec\Symantec Endpoint Protection\12.1.4112.4156.105\Data\Config\

I get "Access Denied"

I am running script as "Administrator' and "Administrator" has full access to C:\> 

Any solutions?
