New Oracle Database Installed, Needs to be manually started at reboot

I need a solution

I installed the Symantec-provided Oracle 11G 64 bit software for Windows and configured it using the provided installation PDF doc.  Everything seemed to go fine other than there being an extra service called "CLRExtProc"  listed that was not mentioned in the document with a status of UNKNOWN:

The documentation only shows there being output from "protect."

Documentation example shows:

Before moving to the next step of installing the Enforce server, I decided to try rebooting the server.  I noticed that none of the Oracle services start after the server is rebooted even though the Startup type is set to Automatic.

I manually went into services and started OracleServicePROTECT,OracleOraDb11g_home1TNSListener and OracleMTSRecoveryService manually and they all started up fine. 

Shouldn't these services all start without intervention?  What needs to be done?
