Give a non-admin view rights on everything within SEP?

Hi All,

I'm new here so I hope I'm not posting anything "stupid"

I have a question regarding view rights in SEP. We have a costumer that wants view rights on everything within SEP, but doesnt want/need or gets full admin rights. So the question is, how can I grant this user rights to view all (like central exceptions and system rules etc.), but to change nothing?
