is the client also replicated between multiple sites

HI i have to implement SEPM in to one of my customer who has 3 location, 3 sites A,B and C

A has 300 users

B has 350 Users

C has 150 users

Now i will create seperate  Symantec End Point protection manager console in every lOCATION ,i will do replcation in between them 

now my quistion is according to user guide <Each site performs bi-directional replication of groups and policies.>

so now if my one site A go down then can i see my A site user in B Site SEPM Console or not? 

how can configure Central logging for All 3 location
