SEPM 12.1 manual virus def update fails

I am running SEPM 12.1 on server 03.  When I manually install the new virus def file it turns into a .pdb.err .  I have tried manually inserting the jbd file and running the executable, same result with both.  I have cleared the contents of the folder, same results. I have tried several diferent def files.
